City of Toronto Cultural Program Evaluation

PROCESS team members recently led an evaluation of five (5) City of Toronto and Toronto Arts Council (TAC)’s cultural programs that are working with artists, community organizations and residents outside Toronto’s downtown core. The programs include Cultural Hotspot, StreetARToronto, Arts in the Parks, Animating Historic Sites and Artists in the Library. The evaluation focused on understanding the programs’ outcomes and impacts and the efficacy of program design and delivery methods.

As part of this review, PROCESS teamed up with Openly to use a developmental evaluation approach, grounded in collaborative systems thinking, which supports our clients to co-evaluate their programs. The focus was therefore on mutual learning and growth, not on evaluating for successes and failures. PROCESS also used a user-experience, human-centered approach to the evaluation, by illustrating the findings from five (5) user experience perspectives (the public, artists and cultural producers, community partners, staff and management). Our methods included desk research, site visits, interviews, surveys, focus groups and regular communication with steering committee. The visual report illustrates challenges and key opportunities for policy and programming changes.
